-ChanOP- restricted level or higher. If not, ChanOP will kick/ban the user
-ChanOP- out. Level can be anywhere from 0 to 200. Use 0 to turn off.

-ChanOP- Syntax: set <#chan> restrict <level>
-ChanOP- Access: Requires (200) channel access.
-ChanOP- Examples: /msg ChanOP set #chat restrict 20
