-ChanOP- specified level may change it. Also, if ChanOP is restarted or
-ChanOP- recreates the channel, it will remember your last topic and place
-ChanOP- it back on the channel. Use level of 0 to make it not enforce.
-ChanOP- It doesn't matter what level you use, ChanOP will always remember -ChanOP-any topic placed on.
