-ChanOP- AOV is used to toggle whether the specified nick gets auto-voice
-ChanOP- on joining the channel. If AOP is turned on, voice will not be 
-ChanOP- issued as this is redundant.

-ChanOP- *** Command Syntax ***
-ChanOP-    Syntax: setuser <#chan> <nick> aov <on/off>
-ChanOP-    Access: Requires (150) channel access.
-ChanOP-  Examples:  /msg ChanOP setuser #chat RogerY aov on
-ChanOP-                     (RogerY will get auto voiced when joining #chat)
